Severe Cyclone Remal in Bangladesh and West Bengal

The severe cyclonic storm Remal began its landfall between Sagar Island in West Bengal and Khepupara in Bangladesh around 9.15 p.m. on Sunday, intensifying as it moved northwards. To prevent loss of life, over one lakh people were evacuated from vulnerable areas in South and North 24 Parganas and Purba Medinipur. The storm caused significant disruptions in transportation, including the cancellation of trains, suspension of ferry services, and a 21-hour halt of flight operations at Kolkata’s airport. Heavy rainfall and gale-force winds affected Kolkata and nearby coastal areas. Authorities issued a red alert, forecasting maximum sustained winds of 110-120 kmph, gusting to 135 kmph, and heavy to very heavy rainfall in several districts.

NGT takes action on Yamuna flood plains

The National Green Tribunal (NGT) has taken suo motu cognisance of a report by The Hindu, which revealed that the demarcation of the Yamuna floodplains in Delhi remains incomplete nine years after the NGT’s order. The next hearing is set for August 7. The NGT noted violations of environmental laws and emphasized that despite its 2015 judgment and the severe 2023 floods, illegal constructions have increased, and necessary actions have not been taken. The report is part of a series examining issues affecting the floodplains and the persistent flooding in Delhi.

Delhi Magistrates overlook violations during arrest according to a report.

  1. Focus on Procedural Paperwork: Judges predominantly concentrate on procedural paperwork during the first production of an arrested person, often neglecting arrest-related violations.
  2. Constitutional Requirement: Article 22(2) mandates that every arrested person must be produced before a magistrate within 24 hours, known as “first production”.
  3. Study by National Law University: The ethnographic study by Project 39A is significant given the high number of arrests in India, with over 53.90 lakh arrests in 2022.
  4. Supreme Court Case: The Supreme Court recently released NewsClick founder Prabir Purkayastha due to irregularities at the time of his arrest and initial remand, highlighting the lack of conveyed grounds for his arrest in the arrest memo.
  5. Arrest Memo Variations: There is no standard format for arrest memos across states. In Delhi, the arrest memo typically includes arrest details and case-related information but lacks a separate column for the age of the accused.
  6. Magistrates’ Focus: Magistrates are more engaged in ensuring procedural compliance during first production hearings compared to subsequent remand hearings.
  7. Limited Interaction: Magistrates’ direct interactions with the accused are usually limited to procedural checks, with follow-up questions being rare.
  8. Lack of Legal Representation: Most accused individuals do not have legal representation during first production, and magistrates do not address this issue.
  9. Constitutional Rights Violation: Magistrates do not view the non-preparation of the arrest memo at the time of arrest as a serious violation of constitutional rights.

Increased tenure of General Manoj Pandey

The Appointments Committee of the Cabinet has extended the tenure of the Chief of the Army Staff (COAS), General Manoj Pande, by one month, delaying his retirement from May 31 to June 30.
This extension is unusual, as the normal term for service chiefs is until the age of 62 or three years, whichever comes first. The last instance of such an extension occurred in 1975 for General G.G. Bewoor.
General Pande’s extension is under Rule 16 A (4) of the Army Rules 1954. The current Vice-Chief of the Army Staff, Lieutenant-General Upendra Dwivedi, is next in line for the position based on seniority.

Grand Prix Award for Indian film “all we imagine and light”

  • Inspiration from FTII: He highlighted that the true inspiration for Kapadia and others came from the brilliant artists and the atmosphere at FTII, not from all the teachers.
  • Future Talents: Pookutty predicted that many more talented filmmakers would emerge from FTII, advocating for an environment that celebrates originality, logic, and scientific temperament.
  • Kapadia’s Legal Issues: He mentioned the court case against Kapadia, stemming from her involvement in the 2015 FTII protests against Gajendra Chauhan’s appointment as Chairman, which led to her scholarship being revoked and an FIR filed against her. She faces a court hearing next month related to this issue.
