Summary of Today’s News

This year ‘above normal’ monsoon according to IMD

• The India Meteorological Department (IMD) has reaffirmed its forecast of an ‘above normal’ monsoon for this year, predicting June-September rainfall to be 6% above the normal average of 87 cm.
• While northeastern India is expected to receive deficient rainfall, the monsoon ‘core zone’ in central India and southern India are anticipated to experience above-normal rainfall, which is crucial for the kharif crop.
• The onset of the monsoon over Kerala is expected within the next five days, aided by Cyclone Remal, which has advanced the eastern branch of the monsoon system closer to the Indian mainland.
• Although it is uncertain, there is a possibility that the monsoon could start in eastern India before Kerala, an unusual occurrence. The IMD had previously predicted the monsoon onset over Kerala around May 31, with a margin of error of four days.

Rajkot fire tragedy: no faith in State machinery, says Gujarat High Court

• The Gujarat High Court has expressed severe dissatisfaction with the State government and the Rajkot Municipal Corporation (RMC) regarding their handling of a fire incident at a gaming zone in Rajkot that resulted in over 30 deaths.
• The court criticized the RMC for its failure to inspect and regulate the construction and operation of the gaming zone, highlighting a significant lack of oversight and accountability.
• Justice Biren Vaishnav of the Division Bench explicitly stated the court’s loss of faith in the state machinery due to recurring incidents despite previous court orders. The court’s strong condemnation prompted immediate action from the State government, leading to the reassignment of the Municipal Commissioner and Police Commissioner, as well as the suspension of seven officials for gross negligence.
• This incident underscores the systemic failures within local governance and regulatory mechanisms, emphasizing the need for stringent enforcement of safety regulations and accountability among officials.

Nothing ‘corrupt’ in making promises in manifestos, says SC

• The Supreme Court has clarified that promises made in a political party’s manifesto, which result in financial benefits to the public, do not constitute corrupt practices. Justices Surya Kant and K.V. Viswanathan rejected the argument that such commitments amount to corruption, calling it “too far-fetched.”
• This decision came from an appeal against a Karnataka High Court ruling that dismissed an election petition challenging the win of Congress candidate B.Z. Zameer Ahmed Khan.
• The petitioner had claimed that the party’s promises were corrupt practices, but the court upheld that these were policy projections and not corrupt actions.
